
HOUSE CONCURRENT RESOLUTION NO. 13

Requesting the Joint Committee on Government and Finance to make a
study of the Texas Star Plus program with the purpose of
determining whether implementing a similar program in West
Virginia would benefit the state.

Whereas, The state of Texas has implemented the Star Plus pilot
program as a way to improve the quality of care and treatment
outcomes for persons needing long-term care; and

Whereas, The Texas Star Plus program has been shown initially
to achieve both improved quality of care and treatment outcomes in
the population it was designed to serve; and

Whereas, Costs for all types of health care have risen
dramatically and the costs of long-term care can be particularly
burdensome; and

Whereas, The State should always seek to capitalize on its
expenditures for health care by concentrating its resources in
cost-efficient programs designed to protect the State's investment
in the health of its people; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is
requested to review, examine and study the Texas Star Plus program for the purpose of determining whether the program and its results
could be replicated in West Virginia and to make recommendations to
the Legislature regarding the same; and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2001, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it

Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriation to the Joint Committee on
Government and Finance.
